Hwa-soon comes to Seoul in search of the whereabouts of her fiance, Man-seok, who has not heard from her for 7 years. After many twists and turns, she meets Man-seok, who becomes a restaurant truck driver, but Man-seok hates Hwa-sun. Still, Hwa-sun does not leave her surroundings, and in the end, Man-seok also returns to her Hwa-sun. Man-seok buys her truck, decorates a mobile department store, and starts her business. On a snowy winter day, she clears an obstacle from a sloping road and rolls over to a cliff. Hwa-sun lays her bloody Man-seok next to her and grabs the steering wheel of the truck. Hwa-sun howls and accelerates, but Man-seok finally closes her eyes.

All characters, with the exception of the leaders of the uprising Georgi Dimitrov and Vasil Kolarov, are symbolic characters. Kalin the Eagle is notable as the first movie made by the nationalized film industry after World War II in the newly formed People's Republic of Bulgaria.
